State/County Certification

What Certification by the State and County means to you as a Parent

Certified with the State of Oregon

To be certified by the State of Oregon, a provider must pass yearly sanitation inspection with Marion County Health Department and the Child Care Division.  Below is an outline of all areas covered by inspection.   A Child’s Place Preschool has consistently and routinely passed yearly inspection of each of the below outlined areas.

Food and Beverage Certification

Part of the certification process includes obtaining and keeping current a Food Handler’s certificate.  In order to obtain a Food Handler’s certificate, a provider must select and store all food, water and/or beverages in a safe and sanitary method.  All equipment, building, toys and furniture must be maintained in clean and sanitary conditions.  In addition, A Child’s Place Preschool is on the USDA Food Program, which means that we must follow nutritional guidelines as set forth by the USDA, must follow service meal times, and are inspected quarterly, one announced visit and three unannounced visits.

Outside Environment

In order to pass certification by the State of Oregon, a provider’s outside environment must be suitably surfaced , well drained, and kept free of all hazards

Inspector’s comments:  “Great updates to outdoor space.”

Animals

All animals must have vaccinations documented, be property cared for and maintained in a sanitary manner and never left alone with children.  Our school dog, Lily, is always housed in her dog crate, in the school office and only brought into contact with the children during supervised times.

Business Records

All school/business records must be available to inspection at any time.  Business/school records include State and County certificates, evacuation plan, current week’s menu, guidance/discipline policy, daily routine, CCD rules, emergency plans, attendance, file for each child with complete and current information, written verification of teaching experience (BS in Family Studies/AS in Early Childhood Education), 15 hours of ongoing staff training each year, CPR and First Aid certification every 2 years.

Inspector’s comments:  “Very complete and in order.”  “Attendance up to date,               great  idea to keep all on clipboard next to sign in/out sheet.”

Health

A provider must be CPR and First Aid certified and must renew certification every 2 years.  A First Aid supplies kit must be complete and maintained and available at all times.  Hand washing and use of paper towels used by caregiver and children in consistent and specific times.

Supervision

A provider must adhere to the staff/child ratio and must follow all state supervision guidelines.

Program Curriculum

Providers must have written daily routine and plan, must follow state guidelines that ensure age/development appropriate activities.

Inspector’s comments:  “Children were allowed to have story time while teacher engages children with positive gentle voice.  Children were given individual attention.  Julie asked questions and children were invited to talk and share.  Julie stopped and let children guide the conversation before moving into next activity, working at the child’s pace.”

Equipment and maintenance

Must follow state guidelines for equipment and maintenance that ensures development stages, needs and interests are met.  The quantity and variety of equipment must be suitable for all children, and provide a balance of activities.  Providers must make sure all purchases are arranged and maintained in adherence to State guidelines.

Inspector’s comments:  “All areas of interest available, organized.”

References/Records

All health department/CCD/Preschool and Daycare records and inspection records are available upon request for review.

Parent references are available upon request. Parents may call and speak with State Certifier and USDA inspector upon request.

Inspector’s comments:  “Another well prepared example of excellent care and concern of children”.
